According to Wikipedia: 

"Substack is an American online platform that provides publishing, payment, analytics, and design infrastructure to support subscription newsletters. It allows writers to send digital newsletters directly to subscribers."

 They also apparently support podcasts now and are working on or have already achieved supporting video.

Free to use by authors and free newsletters can be sent out but as soon as the site becomes monetized Substack takes 10% plus some as-yet-undetermined 'fees'.
